Can I get pregnant or a sexually transmitted infection from getting fingered or getting a hand job?
There’s almost no risk of pregnancy from fingering or hand jobs. If a person has dirty hands and touches another person’s genitals, they can spread germs or bacteria. It’s also possible, but not likely, to spread a sexually transmitted infection this way. And, there’s a very small chance of starting a pregnancy if a guy has sperm on his hand and puts it immediately into his partner’s vagina. It’s a good idea to wash hands before and after any sexual contact.

As long as he wiped his finger off really good, there is
very little chance that you could get pregnant this way. It
would be up to you to decide if you want to get EC to be on
the extra safe side. You might want to talk to your health
care provider and see what they think. Remember you can
only take EC up to 5 days after unprotected sex for it to be
effective, so you need to do your research quickly and make
the best decision for you.

after wiping it off.. as the girl, should i go get the
morning after pill as a precaution. because i cannot get
pregnant

If you finger a girl with
sperm (cum) on your hand, it is
possible for her to get
pregnant, but not probable. The fact
that you wiped off
your hand, and that it was only pre-cum
without having ejaculated earlier
means you have little to
no risk for pregnancy. However, pre-cum can carry STDs that
can be transferred by fingering. You can check out this

Generally, pre-cum does not have sperm in it (although STDs
can be carried in pre-cum). If your boyfriend did not
ejaculate (cum)at all you are probably safe. In order for a
pregnancy to start, you would need one of his sperm to get
into your vagina and fertilize one of your eggs. It does not
sound like that is likely in this situation. In the future
make sure everyone's hands are clean to avoid pregnancy
scares like this (and STDs too). I hope this helps!
